DRAFT CONSTITUTION OF ASSOCIATION OF CHARTERED
PHYSIOTHERAPISTS IN MILITARY MEDICINE (ACPIMM)

(This constitution is subject to change and will be agreed prior to the inaugural meeting of the Executive Committee for the group later in the year. It is published here to provide prospective members with background information on the structure and intended workings of the group)

BACKGROUND

ACPIMM is an Occupational Interest Group for physiotherapists working within the Defence Medical Services (DMS). It is a non policy-making organisation and is not a staff association. The Chartered Society of Physiotherapy (CSP) has defined an Occupational Group as one that will represent physiotherapists working in a specific occupational area. Association members will have access to the following:

  • Continuing professional development, advice and support
  • Regional network
  • Peer support/encouragement
  • Annual DMS Physiotherapy Conference & AGM
  • Links to the CSP
  • CSP Annual Representative Conference (ARC)
  • CSP Annual Clinical/Occupation Interest Group Conference
  • Research Advisor
  • e-mail Group
  • Journal

OBJECTIVES

The objectives of ACPIMM are:

  • To provide a forum to promote the exchange of ideas between those interested in physiotherapy in the DMS.
  • To provide input into the development of clinical guidelines and standards, and working practice for physiotherapists working in the DMS.
  • To promote and facilitate post-graduate education in physiotherapy within the DMS.
  • To encourage research and development of physiotherapy in the DMS.
  • To develop and maintain links with other relevant organisations in the UK and overseas.
  • To promote the benefits of physiotherapy in the DMS to the profession.

NO ACTION WILL BE TAKEN BY A CLINICAL OR OCCUPATIONAL GROUP IN ANY MATTER AFFECTING THE GENERAL POLICY OF THE CSP WITHOUT THE CONSENT OF COUNCIL.

NO ACTION WILL BE TAKEN BY ACPIMM IN ANY MATFER AFFECTING THE GENERAL POLICY OF ANY ISSUE WITHOUT THE CONSENT OF THE CHAIR AND CHAIN OF COMMAND.

MEMBERSHIP

Membership will be considered in the following categories:

  • Full membership (Physiotherapists presently working in the DMS).
  • Affiliate membership (Affiliated professionals with a specific interest in physiotherapy and rehabilitation).
  • Associate Membership (Physiotherapists who have worked in the DMS in the past or are due to start work within the next twelve months).
  • Honoury membership (Invitation only, extended by the Executive Committee to individuals who have demonstrated an ongoing commitment to physiotherapy in the DMS).

An annual membership fee for the calendar year is payable to the association. This is set by the Executive Committee and will be reviewed regularly. Cost of joining will vary according to membership category.

ROLE OF THE EXECUTIVE COMMITTEE

The Executive Committee will work on behalf of the membership and the Chain of Command towards meeting the objectives of the association. Management of business, both financial and professional, shall be vested in the Executive Committee.

The Executive Committee will consist of:

  • Commissioned physiotherapists
  • Civilian physiotherapists
  • Co-opted members

The Director of Defence Rehabilitation (DDR) will appoint the Chair of the Executive Committee. The position will be reviewed annually. The Chair will not be held for more than two years. The Secretary will be a Commissioned Officer and will be appointed by the Chair for the duration of his or her tenure. Vice Chair will be elected annually by the Executive Committee from the Executive Committee at the Committee meeting immediately following the AGM.

The Chair will always be a serving Physiotherapy Officer and will be the formal military representative of ACPIMM on matters involving discussion with the CSP and other outside agencies and the military Chain of Command.

EXECUTIVE MEMBERS

Members shall be full members of ACPIMM at the time of re-election following the inauguration of the first Committee.

Owing to the uniqueness of the association’s military structure, key Executive Officers will be appointed from within the membership of the physiotherapy cadre.

Executive Officers will be:

  • Chair (Cadre)
  • Vice-Chairman
  • Secretary (Cadre)
  • Treasurer
  • Research Member
  • Liaison Member
  • Education Member
  • Regional Members (x 5)
  • Co-opted Members (x 2)
  • Diversity Member

An elected member will represent each geographical region. Regions will be defined by the Executive Committee and may be subject to change. Current regions are Scotland, England Wales, Northern Ireland, and Overseas.

Self-nominations to the inaugural Executive Committee shall be voted on by closed paper ballot in advance of the first AGM. Elected members will be invited to attend.

Executive members (including regional members) shall hold office for one year and will be eligible for one period of successive re-election / appointment. Appointed members may be invited to take up tenure in another position during successive years.

Subsequent re-election following a retirement period of one year is permitted for voted members.

Two co-opted members may be appointed onto the Executive in order to fulfil specific objectives of the association. Their role will be reviewed annually and they should be eligible for co-option onto the Executive for a maximum of two years. Co opted members are eligible to vote.
